Directed-energy weapons are real: a long-standing, publicly documented field of military research, oriented towards high-energy lasers and high-power microwaves. What is attested are devices that target materiel (missiles, drones, electronics) or produce deterrent effects — not "neural control weapons" that would command the brains of crowds. That last claim is demonstrated by no public source. Distinguishing the two is the whole point of this article.
Definition. A directed-energy weapon (DEW) emits concentrated energy — laser light, microwaves, particle beams — at a target, rather than a physical projectile. The U.S. Department of Defense (DoD) defines it as a weapon using concentrated electromagnetic energy, rather than kinetic energy, to "incapacitate, damage, disable, or destroy" enemy equipment, facilities, or personnel, at the speed of light.
The real category of directed-energy weapons covers mainly two families of devices, whose existence and programmes are publicly attested and involve no secrecy. The DoD spends about one billion dollars a year on these technologies, according to the Government Accountability Office (GAO):
On the naval side, the U.S. programme illustrates this material reality well. A first 30 kW shipboard laser (Laser Weapon System, AN/SEQ-3) was deployed and tested on USS Ponce as early as 2014 against small boats and drones; it was replaced by the HELIOS system (60 kW), installed on the destroyer USS Preble, which neutralised drones in tests reported in 2025. These devices target material aerial or surface targets — never a human nervous system.
The common feature of these real devices: they act on matter or on the surface of the body, and their documented purpose is military or law-enforcement. None of these public programmes describes, or demonstrates, a capability to "pilot" the neural activity of individuals at a distance, still less of entire populations.
Alongside directed-energy weapons, there is real research in neuroscience applied to defence. The Pentagon's advanced research agency, DARPA, openly funds neurotechnology programmes: its N3 (Next-Generation Nonsurgical Neurotechnology) programme, announced in 2018, aims for example at non-surgical bidirectional brain-machine interfaces. Other work concerns prostheses for the wounded, memory restoration, or exploration of human capability augmentation. These programmes are announced, published, and debated in the scientific literature. Their existence is in no way clandestine.
Likewise, the field of brain-machine interfaces is genuinely advancing, in academia as in the private sector: devices allow paralysed people to command a cursor or a prosthesis through neural activity. This progress, largely beneficial, mirrors unprecedented questions — who owns brain data? can mental states be inferred? It is their ethical framing, not their secrecy, that constitutes the real issue.
Acknowledging the real research does not at all amount to validating the claim that "neuroweapons" control minds today. Both ends must be held. On one side, no: there is no public evidence of a device capable of "controlling minds at a distance" of individuals or crowds — this capability belongs to fiction, not to documented research. On the other side, yes: neuroscience applied to defence and health raises risks of use and governance serious enough to be addressed before they become faults.
Confusing these two registers — the fantasy of total control and the real risk of insufficient framing — precisely undermines legitimate vigilance. The mechanism of disinformation is always the same: it starts from a true fact (directed-energy weapons exist), then grafts onto it an undemonstrated and unfalsifiable capability (they "control brains"). Spotting this slide, from documented fact to unverifiable speculation, disarms nearly all misleading narratives on the subject. No demonstrated mechanism allows a telecommunication wave or an ordinary material to command neural activity: those leads are, for lack of any scientific basis, to be set aside.
Directed-energy weapons are often invoked in connection with "Havana syndrome" (officially Anomalous Health Incidents). Here, caution is required, because the institutions themselves diverge. In 2020, a committee of the National Academies of Sciences, Engineering, and Medicine judged that directed pulsed radiofrequency energy was the "most plausible" hypothesis for a subset of cases, while emphasising strong uncertainties. In 2023, an assessment by the U.S. Intelligence Community judged it "very unlikely" that a directed-energy weapon or a foreign adversary explains the majority of cases.
The honest posture is therefore documented indecision: people genuinely suffered, two official assessments diverge on the cause, and no weapon has been produced or materially demonstrated. To claim that this file "proves" the existence of operational neuroweapons is to retain only the favourable half of the sources. The debate is not settled — and that is precisely what must be said.
